Franklin Fire/EMS attempted to use life-saving measures on the victim but she was pronounced deceased at the scene, according to Franklin police
The victim was identified as 23-year-old Katelyn Puckett of Lebanon, Lt. Brian Pacifico with the Franklin Division of Police, said.
The suspect, Elijah M. Thomas of Hamilton, fired multiple shots at the woman before fleeing on foot. He was arrested around 9:34 a.m. Sunday after/during a traffic stop in Franklin, according to Pacifico.
He was taken into custody without incident, Pacifico said.
Charges for murder and felonious assault are pending for Thomas, according to police.
Thomas is held without bond at the Warren County Jail and his arraignment will be Tuesday.
